Pope Leo XIV is positioning the Vatican as a central regulator in the global struggle over algorithmic power. In his first encyclical, Pope Leo XIV warns that artificial intelligence risks widening inequality and undermining democracy, explicitly targeting the concentration of influence within Big Tech.

The 83-page document, titled “Magnifica Humanitas,” frames the current era of AI development as a new industrial revolution. The Pope argues that mere regulation is insufficient to protect human agency. Instead, he calls for a process of "disarming AI"—a move intended to decouple the technology from military and economic interests and subject companies to stricter state and international oversight.

This is a direct challenge to the current trajectory of the digital economy. Leo identifies a specific risk: AI tends to amplify the power of those who already possess economic resources, expertise, and access to data. This creates a feedback loop where small but highly influential groups can shape information, influence democratic processes, and steer economic dynamics to their own advantage.

The strategic significance lies in the Pope's attempt to bridge the gap between technological advancement and social justice. By referencing the 1891 encyclical ‘Rerum Novarum’—which addressed the 19th century industrial revolution—Leo is attempting to frame AI not as a neutral tool, but as a force that requires active, communal participation to prevent the marginalization of those without digital access.

For leaders in the tech and geopolitical sectors, the implication is clear: the era of unregulated, competition-driven AI development is facing a coordinated moral and regulatory counter-offensive. The call to "disarm" the technology suggests a future where the "armed" competition of economic and cognitive dominance is met with a push for accessibility and broad participation.

The central question for the next decade of innovation is whether the "disarming" of AI is a practical possibility, or if the economic momentum of the digital revolution has already made the concentration of power irreversible.
